Through Bando No. 82, dated October 11, 1973, the head of the State of Siege Zone of the Tarapacá province and commander-in-chief of the Sixth Army Division reported on the execution of five people at the Pisagua Prisoner Camp. According to the document, on October 10, 1973, a War Council was established in that town to judge various prisoners, five of whom were sentenced to death. Among them was José Rufino Córdova Croxatto, 35, administrator of the Empresa Portuaria de Chile (EMPORCHI) in Iquique and a member of the Movimiento de Acción Popular Unitaria (MAPU), who had been detained at his workplace on September 11, 1973.
